Participants examined forms of abuse (state tech abuse, radicalisation, child sexual exploitation and anti-rights sentiments), key perpetrators (state and non-state actors), and tactics (doxxing, propaganda, identity theft). They discussed enablers like tech platforms and emerging technologies, the victims (marginalised groups, human rights defenders), and contributing factors (digital literacy, regulation, socioeconomic issues).
