Policy Brief on tech-facilitated harms in Malaysia

  • Tech-facilitated harms in Malaysia are evolving rapidly, impacting civil society organisations (CSOs), vulnerable communities and the overall democratic participation.
  • Bad-faith actors—including state-linked groups, extremist networks, influence operations and transnational syndicates—exploit platform design, algorithms and other
    systemic gaps to cause real- world harm.
  • CSOs lack capacity in data sharing, analysis and coordination. The Knowledge
    Hub offers a proof-of-concept to strengthen collective capacity through toolkits on data collection, digital
    storytelling and digital safety.
  • Malaysia needs a rights-based digital governance model that combines prevention and enforcement, backed by transparency, independent oversight and active civil 
    society participation.
